The Boston tea party could never be classified as an act of terrorism. But it's also not exactly an act of civil disobedience. It was an act of protest that was incited by the direct actions of the British government. This was after the British government decided to bypass their own laws passed by Parliament. The law stated that British subjects could only be taxed by their elected officials. As the colonies had no Parliament they by the very definition of British law, could not be taxed by them.
That's why I said "at best". You could make an argument that destroying property with the intent to cause damage is similar to a terrorist attack as it more a less of a "let's stick it to 'em and show we are serious" move.
Personally, I don't think it was one. End goal of terrorism is fear and I guarantee that the British weren't afraid after a bunch of colonists dumped some tea into the ocean, nor do I believe that fear was the intent or end goal of the colonists.
