How important is healing skill? Obviously it should be taken to the natural cap, but is it worth using healing skill+ gear?

Can you equip BP recast- gear before and right as you USE the BP, and then equip summoning magic+ gear before the summon uses the blood pact to get the effect of both, like Fast Cast?
Very little importance. Highest priority is getting +% potency gear.
The equation is something like:
1 MND = 3 VIT = 5 Levels of Healing skill. And the healing skill only kicks in every fifth level, so if you have 300 healing skill and add 4 more healing skill, it will have no effect.
Keep in mind that these stats don't have much effect on cure potency either way.
Obi's are NEVER EVER to be used for helices. NEVER. they get the obi boost by default. If you equip an obi you will get 0 benefit.
I don't think there's a correct answer to your question...it really depends how effective you want it to be. Even at 40, you're saving QD perhaps to sleep (you may even be pulling at Eronf), which is pretty important to land...HQ staves are nice and all, but just HQ agi rings and whatever other agi gear to land your sleeps seems pretty useful to me. That being said, not a huge problem with being incomplete/slightly gimp at 40.
Depends what camps you use, what you use QD for, etc. If you're doing crawlers and saving it for Cocoon, it'll be less useful than in a PL party where you never sleep stuff and can use it on cd. Then there's level syncs, etc, etc.
Personally, I'd macro items I had, maybe get a few items I considered bigger, but /shrug. Depends how much you value your inv space/time/investment/etc.
Obis affect duration.
Edit: PS2 limitations question. If you're fully buffed during a zerg, would it be best to WS in TP gear to avoid hitting with Heca gear for the next few swings (PS2 macros + Einherjar Lag would make at least two swings land before changing to TP gear)?
Is Garrulous Ring decent for Slug Shot/Sidewinder at 75 if I don't have a Flame Ring, and don't need more r.acc?
How difficult is Amaltheia? We've gotta farm up a skin soon, for a relic shield, but outside of knowing what it does, I have no experience with it. I don't know how many people you need to kill it/how hard it is to tank, etc.
Noob question since I never really go to these zones, but is there any reason to get metal chips for Central Temenos - Basement 1 or CS Apollyon? Seems buying a metal chip for a coin zone is counter productive..am I wrong? Is there another reason for these zones? D:
its not really all that difficult if you kite it. 1-2 tanks kite. 1 tank for called shit, have DD store TP on called shit. then WS on boss.
Probably get by with 2 whms 2 rdms 2 blms nin 2 plds and some ramdom DD's thrown in there.
I went with 18 the last time I did but a lot of gimpness was floating around there.
RNG is similar to SAM in terms of TP:WS ratio. With my 6hit /WAR I parse around 40:60, once I get my rose strap(Next week :D) I expect it to be much more lop sided. As a RNG for pure DD(-enmity not a factor) you should prioritize TP gain > WS damage > TP damage.
But I still recommend picking up an NQ behemoth ring. Its less than 10k and will serve you better than a STR/AGI ring until you reach the acc cap.
If I cast Bind on a mob, and a Cor follows up with an Ice Shot, would the Ice Shot break the Bind or would it stay (and potentially get stronger) like those occasional super binds that don't break after a few nukes?
