Lyramion had a strong belief a while back that nm pops were based on the day of the week somehow, though this couldn't be proven. his hunch was based on how a rampart would seem barren, then upon day change, start spitting out multiple NM's.

Yes, the biggest requirement is luck, but I wouldn't put it past SE to give secondary factors as well. Raising pop rates for some factor, lower pop rates for another factor.

Seen Peryton and ZZ exactly once myself, though my group said they saw ZZ twice more when I wasn't there.
