Generally speaking the contracts between publishers and digital platform owners have to sign off on any new platform because distribution rights and revenue splits are negotiated and explicitly spelled out at that time. Since the PS4 didn't exist when SE put up their PS1 game on PSN, and then again for PSV/PS3 distribution, it isn't on that list. More fundamentally, since the emulator that runs SNES games on the PS1 (and backwards compatible PS3s) was written by SE (or more specifically the dev they contracted to write it), it would need an additional QA/cert pass to even quality for the PS4 section of the store. SE isn't about to spend the money there.

Furthermore, no corporation answerable to shareholders is going to sign an open-ended 'hey just put this on any platform you create in the future' clause into a distribution contract, no matter how badly you pray to the Universal Forward Compatibility Fairies.
