I think there was one bible story where that happened. However said girl had brothers who said fuck that shit and proceeded to slaughter the entire village the guy who raped their sister was in charge of AFTER they had him circumcise the entire village. The brothers attacked when all the men were lying around in pain from having part of their penis chopped off.

After reading the story rq it seems like the father was really just scared of what would happen if he didn't marry her to the rapist. Since if he didn't accept the "apology" from the people with a superior military strength he would have to seek vengeance. and by seeking revenge he'd himself receive retribution.
And even then when you consider the actions of the brothers and the fact that God was pretty much on the side of the brothers who hated the rapist it's pretty clear to me that the message could be distilled into "if anyone tries to rape your sister/mom/etc you need to beat the shit out of em."
