It all really depends on what other sources of fund-raising are available to you. If your pull for parties is lackluster, you probably won't have a steady source of income for treasury and will end up forcing your members to pay out of pocket through dues to pay for basically everything the fraternity does. Most of the multi-cultural (and by that I mean not the stereotypical "white frats") fraternities and sororities (20-30 actives each, usually) at my school pay $100-300 in dues, and their national dues are $20 or less. Then again, housing is usually a personal matter since more than half of members usually live elsewhere and is thus excluded from dues (most houses in Binghamton are 10 bedrooms or fewer, and sororities can only have 6-bedroom houses max or else it's considered a brothel).
Regardless, an org with decent pull will pull at minimum 100 people to a house party with $5 cover (in which case they'd roughly break even, depending on how big of a party they expected to hold), unless they end up being screwed over by the weather or something. Especially here in Binghamton, it's easy for any org to throw a party at a club or bar, pull in a few hundred people, and take 50% at the door without having to front money to the owner. There are definitely much easier, more reasonable ways to raise money to hold parties than just making all of your brothers pay more money. Unless your dues include full mortgage/rent payments on the house, I don't see any way to justify paying $3000 in semester dues.
