Like someone mentioned, Kubira beads. 1 fSTR even for a high DMG twohander is around 1% more TP damage, whereas the leftover 4 attack torque gets is less.
Kubira gives 3 ACC vs. torque's 6.3 (usually a straight 6), so there is a 1.5% hitrate gap (probably less, the STR wins over ACC when it's very little ACC) where Fort could win, and the same goes for PCC (or even Ancient... and I'd expect a relic holder to have the means to acquire one). Basically, in silly drawings, imagine an elevator with two very fat guys and a really thin old lady in-between. Lady's the torque.

X-axis is hitrate. Yes, torques don't even have enough room there to spell the word properly, let alone be a good choice in your average FFXI situation. I'd take 1 inventory over the small, small probability torque is ever marginally better.
As for Kubira's damage taken: buy your mage a roundel or so.
