Third movie was all over the place..they tried to cram too much into a single movie, and most concepts werent fleshed out properly. It wasn't the worst movie ever or anything, but it would have been much better if they spent more time developping the current characters instead.
A 4th movie is definitively fanservice and money milking, but it should be watchable. Jack Sparrow is entertaining no matter what, and in the worst case, I will enjoy it like I enjoy watching a TV show on its 6th season.
Is the story going to be any good? A fresh start might help, but I doubt they will manage to tell another epic story. In the end, it's just going to feel like a filler, unless they bring many interesting characters.
Its going for another 3~ movies, they are starting a new series.... so yeah. I'm not going to hate on this movie before I see it. Depp has a hell of a lot of potential in all the roles he plays. See Sweeney Todd as an example of how wide a range of roles he can play. I like that they finally got away from the whole Will/Elis grouping. I'd like to see them explore more of the world, seeking out bigger and greater treasures, and all the other magical things about that world.
Calypso is still around, Jack went off seeking the fountain of youth. Would not be surprised to see Orlando Bloom pop up at least once in the course of the 3 movies however.
I'm not worried about Depp doing good, we all know he will. However, Jack Sparrow, as interesting as he is, was already developped in the first 3 movie. At this point, it will be hard to involve him with a new cast and make the whole thing feel fresh. We know someone will be betrayed, we know he will run at the first sign of danger...etc These things can't change, and they might get old the 2nd time.
The second issue is the lore they created in the first trilogy. All the big names (government officer, pirates, god) were involved in the first movie. How can you introduce "bigger" material to keep the viewer interested, without trashing on the previous lore? If they were that important, why werent they mentioned or hinted before?
I'm sure the writter can think of something good if they try, but when the order has a money milking stamp on it, I'm worried about the end result.
Well I would think that because its going to the fountain of youth that means Florida, and thus America so they could have Native American Gods(vs Calypso!), warriors, Geoffrey Rush and others on the Brethren Court after Jack etc etc. Likewise with governments this is before the British routed the Spanish Armada afaik so could have Jack against some Spanish fleet/admiral. It wouldn't necessarily be 'bigger' but it would be original villains/characters etc without shitting up the first movies lore.
edit: Bottom line, theres plenty of potentially interesting directions to take the story with or without Orlando Bloom. Johnny Depp is definitely able to pull this off, and if they got good writers shit would be cash.
Where was it implied that Calypso was the only god in the lore? Sure she was pumped up to be massively strong but if you pissed off ANY god you'd be in a shitstorm once it found you. So really most/nearly all gods are powerful to begin with.

She's a Caribbean goddess and they were the pirates of the Caribbean after all. Once you leave the general area aka going to Florida then logically you would have to deal with a new god.
Or considering that the 3rd movie went everywhere in the world it could be considered that the multiple sea gods all control the ocean but they don't care what the other ones are doing. Calypso could also be the most temperamental of them all. Northern sea gods wouldn't be an issue for pirates as they aren't viking warriors, don't want to try and fight vikings, and don't have any real treasure to steal from boats in the region anyway. African sea gods don't bring in many hurricanes so they wouldn't even need to bother with them since they aren't hindering operations.
Most mythologies don't combine the underworld deities with the ocean ones so calypso by default would have control over everything death related.
I'm overanalyzing things though but it's fun to do so.
TLDR: If the god doesn't get in their way they ignore it. Calypso likes making hurricanes while the others dont. Hence they don't talk about other sea gods as much.
They are gonna ride this horse until it's not making 100 mil+ a movie.
