Short answer, no. Calls are routed through a call number and each individual cell is ID'd by its individual ESN or Sim card, there's no phone-number-identifying information given off by the cell itself.

Cellblocker.... so awesome to have while driving down the highway when some retards swerving lanes or driving 45mph. Honestly thought about getting one despite the legality of it, while driving 55~ I highly doubt they would be able to figure out where it was coming from.
The hardest part would be building/buying it, not using it.
They are around $50-150 to build and slightly less if you buy them from China.
I AM IN NO WAY SUGGESTING YOU DO THIS. I just feel that information shouldn't be illegal.
I believe the FCC ban on them is because they can potentially block EMS bands as well as government restricted bands, which could cause serious problems. Would certainly make robbing a bank easier though, pop a few in a perimeter around the building and no calls in or out (besides landlines).
