4pc t9 really is that good, especially in AoE situations. It would be nice to have the full HS cleave dmg back though.

Well, if Arthas had adds out and nearby him fairly regularly, which are important to kill, it wouldn't matter at all what gear you got between now and then, you'd use your 4 piece t9.

How are tier items going to be obtained in IC? Is it badges + an item or more badges = higher ilvl item?

You purchase the tier piece with emblems of frost and then upgrade them the typical way (conq, vanq, prot molds). ilvl251 (emblem) -> ilvl 264 (token) -> ilvl 277 (heroic token)

Not sure if you can go from 251 to 277 gear w/ the heroic token.
