    One thing I was hoping they were building towards, but didn't:

    21 usurping Monarch, what with all 21's frustration throughout the season and his moment with Dr. Girlfriend. When Monarch wrote his own name on the sheet, I thought for sure 21 would discover it and confront him. But the ghost 24 plot was just kind of abandoned halfway.
