At 11 minutes, we're looking at about 4 Meditates, which is 5.6 WSs with a 5-hit and maybe a little less with a 7-hit because it doesn't go to even 20TP chunks. So say it's 105 Tomoe WSs and 125 Love WSs. 125 Love WSs*93/117 = ~99 Tomoe WSs. So you're looking to get back the DoT difference with ~6-16 Tomoe WSs. 16 would be if Love actually averages one WS every 4.5 Attack rounds, which is probably closer to the truth.
9 Attack is going to make a difference, but without pDIF curves we can't figure out what it is. IMO it's better to just keep it a consideration and not use pDIF at all. If you're going to use pDIF and attempt to guess what your DoT equates to in damage, you need to remember to include the piercing bonus as well. So using your 2.0 pDIF you'd need your "extra" Tomoe WSs to do about 22.5k damage for Tomoe to catch up to Love. In 6 WSs, this is unreasonable. In 16 WSs? It's pretty reasonable. So it comes down to TP overflow, which I'm not calculating for a 7-hit build.
