Program to change keyboard keys

I'm aware that there are many programs out there, official and third party, that will allow you to remap a key to another key for convenience (making caps lock function as shift, f12 function as ~, etc)

I'm looking for a program that will allow me to bind a key to more than just 1 assigned key at a time.

Example: I want to make Shift+A act like I'm pressing F5, but programs I've tried only allow me to bind either Shift or A (not a combination) to F5.

I'm using Windows 7 64-bit.

Almost, but not quite! It only allows you to bind the keys to execute some program. I can't program shift+x to function as F1 with that

I tried it, but I was hoping for something a little more straightforward without having to edit scripts manually.

Are you just googling stuff, or have you actually tried these and know the methods involved in getting this to work?
