But the other people who replied are probably right. There is something about those chargebacks that SE just freakin hates.

That "something" are the penalties that occur when when a company gets too many chargebacks. The entities that handle credit transactions keep track of the chargeback rate, and see it as a red flag. Typically, they have problems with things like pr0n companies, sketchy fly-by-night shops, scams, illegal pharmacies, etc...

In such cases, your company will get restrictions, higher fees and fines, or perhaps even get booted. Some of these things have almost certainly happened, and I'm guessing the card verification program was pretty much forced on SE in response to the billing problems, fraud and chargebacks they've been experiencing.

SE's inflexible billing protocol and maintenance schedule probably started them off with a lot of problems to begin with. Change your info at the wrong time of the month, and you'll get locked out and end up with a bounce from an invalid card. But the problems most likely started pouring in after the hackings began.

Back then, official policy on hackings was it's-your-own-fault-no-restorations. People would just do a chargeback since you could neither get SE's attention or your account back anyway. Hijackers were charging monthly fees and server transfer costs to people's cards, which would of course get charged back. Or even if not, people would do a chargeback simply because they were pissed and had no other way of getting back at anyone involved.

After the restorations were added, people had a big reason not to do chargebacks anymore (since it could keep you from getting your character back), but SE probably still gets a lot of red flags on their account from all the stolen/fake cards used by hijackers.
