Have you thought about going and getting your own kit and testing yourself?
From the Canadian human rights commission on drug and alcohol testing:
"The Canadian Human Rights Act prohibits discrimination on the basis of disability and perceived disability. Disability includes those with a previous or existing dependence on alcohol or a drug.
Because they cannot be established as bona fide occupational requirements, the following types of testing are not acceptable:
• Pre-employment drug testing
• Pre-employment alcohol testing
• Random drug testing
• Random alcohol testing of employees in non-safety-sensitive positions."
This means that they CANNOT ask you to take a drug test. However what they can do in some circumstances is have you take a random alcohol test when you are in a safety-sensitive position (e.g. Truck Driver). If you are asked to take a drug test upon applying for a position, it opens the company (in this case the military) to a lawsuit.
Invoke that law and suddenly another part of your application will become insufficient though.
The clear solution is to not join the navy. Why is your husband ok with you wanting to spend months on a boat with a bunch of dudes anyways?

How 'bout no, Scott. Ratting a harmless po-thead to the police is such a conservifag thing to do.
Speaking to them diplomatically is the best option. Explain to them that their secondhand smoke is getting into your apartment and making you feel ill, and ask them if they wouldn't mind smoking outside or at the very least trying to improve the ventilation in their apartment so that the smoke is less likely to enter yours.
If you rat them out to the cops all they will get is a fine if they have less then an oz on them anyway. Then you will just end up with pissed off neighbours.
Plus the fucking keystone cops in Halifax have more important issues to deal with, like stopping the sprytown feud.
