I have also never HQed below skill cap for a recipe (including skill+ crap). I'm inclined to believe it is not possible.

I have HQ'd multiple times while skilling up on items. I don't remember if I was below cap when you include skill+ gear. When skilling leather I HQ'd something like 8 Torama Jerkins and 1 Torama Mantle. On my bone mule I know I HQ'd some Bone Arrowheads... I am pretty sure I have a picture of the Bone Arrowheads on my old laptop, but I'm not sure about the LC stuff because it was a lot longer ago. I'll try to remember to look for it tonight when I get home.
Edit: Way back in the day when I did the LC stuff, I thought it was so cool I kept the pieces on me and would idle in it lol...
Spoilered images for size, but there's couple while I was skilling up WW last Fall. No skill+ gear, no furniture, and I am below the reported skill caps for each recipe in the screenshots. I've done it a few more times, but I've either lost the screenshots when I got a new HDD or just didnt' take one.

@Phoenyx
In the first, you are 84. Teak lumber is reported to cap at 85. That's close enough that I'd seek hard confirmation of the recipe cap before making a claim.
In the second, you are 86. Ancient lumber is reported to cap at 72. Nothing to see there.
I still haven't seen convincing evidence that it's possible to HQ under the cap without support and/or skill+ items, and I've certainly never had such an HQ myself. So personally, I also don't believe it's possible.
I continued to get skillups up to 85 WW on teak and then switched to another recipe, so it's at least 85. For the second, I was actually de-synthing Mythic poles, which report to cap at 89 on synth and de-synth. So I HQed a de-synth on a recipe that caps at 89 while at 86 and no skill+ gear or items.
A fair number of leathercrafters have skilled up on Dusk gloves for the purpose of the random T0. Whether the person was using skill to get above cap is of course undetermined. I took a SS of a pretty ridiculous T0 some point before, I wonder if I can dig it up.
nope, cant find. I HQ'd something that was what I perceived as beyond the previously conceived T-1 cap and thought I SS'd it but apparently not. Thus, POIDH applies to myself.
edit: ya desynthing breaks all rules.
No. I didn't have any guild point items until after I hit 100.
It is, plenty of people are making them. My friend made 3/20 or so recently.
Thanks for the reply.
Another quick question, is it confirmed how much skill the blacksmiths stall gives? I heard it was +4.
With Leathercraft and Goldsmithing at 60, Smithing at 100 with gloves, apron, torque, Advanced support and Stall I should be T1 on breastplate? Or do I need the other GP items also?
Thanks in advance
Well, I suppose I can't argue with the Teak then. And I should have noticed the "obtained" in the second screenshot and told you it didn't matter because you were desynthing (rather than being over cap on a synth). You can HQ a desynth at ANY level. Many years ago, I attempted my very first desynth, goblin armor with lightning, having clothcraft of absolutely zero. I got an HQ3. Lucky that it didn't break, but nothing extraordinary about the HQ.
I think the easiest way to test this would be take a skill you're capped at 60. Find a cheap synth that can HQ that is between 61-63 and make a couple hundred. If that works find 64-65 try again. If that works try beyond 5. I really feel though the t-1 was -3 skill levels. Also be interesting to see if +skill plays into that or its a hard cap.
I know for a fact that I've HQ'd a brass ingot when I was within 2 levels of it. I don't use support after I'm within 4 levels so it's definitely possible after 3 levels to cap
Yeah I've skilled up every craft to at least 60 at least once and gotten like 3-4 HQs while skilling up. I'll have to see if I screenshotted any of them. Even gotten skillups from the synth that HQ'd
Edit: and as far as if support, gear or furniture I have never gone out to skill up where my effect skill wasn't at least 1 below the cap. Almost always do 2-3 unless I'm break synthing
I've never HQed something where I wasn't at or above the skillcap with support/gear.
I'm 100 alch with 60 full subs on Cd, if someone figures out an easy 61-63 synth with easy mats to obtain and even better stackable I'll do a few hundred. I just haven't had time to scour ffxiah.com
Ebony logs, woodworking 61
Fang earring, bonecraft 61
Darksteel boltheads, smithing 61
Darksteel bolts, woodworking 62
Green ribbon, clothcraft 62
I think you're all missing what's really happening in the teak lumber SS
