It's a nice idea in theory, but in practice I don't think enough people would take it seriously to make it a viable long-term project. Also there's the fact that there's no way SE would ever do anything that quirky and interesting at this point.

You'd have to remove certain items from those Ground HNM's or simply change their pop conditions to give everyone a fair chance to claim the HNM's if they are going to be part of a quest to unlock new content.
Seriously though, SE should've given quests a nice exp reward in the form special exp scrolls that have a minimum level required to use it. For instance, completing CoP 4-2 grants a 5-7k exp scroll that can only be used on jobs levels 50 and above for completing it the first time, and 2-3k for helping others anytime after that. Put a time limitation on the NPC that hands out the scroll so you can only receive one per day or conquest after helping others out.
I'm gonna have to say no... I barely had enough patience to level 3 mules to level 5 to buy marbles for the Mog Bonanza (they even had Anni-bands). <.<;
