Little late, but I've gotten a nearly identical earring from Cape Teriggan augment. Has +2 Enmity, +12ish water resist, on a death earring no less.

no because alkys are lvl70 and are available from chapter6 augment (the same you wont get better augment on ele staves @sky/vos than @lvl55 parchment)
