Firstly restart and see if that solves it, if it still doesnt work, then theres a 99% chance it's because an error occured during the download or 'final save', and you didnt get a 'complete' exe. Find a hash and match it to what you have.
Theres a 1% chance your PC is boned, or you have some spyware/virus installed that isnt allowing it to run.
Your best bet is to download it again, and do it through torrent if youve that option.
Is it possible he downloaded a 64 bit client?
I've redownloaded it plenty of times, could it have anything to do with boot camp and ntfs partition?
Try downloading it using firefox.
I synchronized my brain with the whole internet, and it's the answer I got (2nd link in google)

When you redownload a file, make sure you clear the cache btw, or there is a good chance it's giving you the already corrupted file in your temporary folder.

also, I'd recommend downloading it from torrents ftp://ftp.ncsoft.com/Aion/Client/Torrent/ sometimes through the launcher, the download will get corrupted and start over from 0.
It boggles my mind that these companies refuse to just use the functional torrenting engines that exist to distribute their software in the first place -- even Blizzard's is a fucked up mess that doesn't accurately communicate distributive content. Just take the original BT engine, wrap it in your own little interface, (and add some SHA key to your wrapper/require authenticating your account first to prevent public leaking, if you're really so concerned about it) and away you go. Not rocket science.
