The Tanner says, and I quote... "Its creation requires a FEW sheets of parchment." This would indicate more than one Parchment. Perhaps it is a synth, but you need more than one Parchment.

NOTE: You CAN break the cocoon. Take care while synthing... going to re-farm.

(I'm assuming it's the same for all other crafted items as well.)
