UI Chat background mod

Searching for a mod that could give a background to the chat box lead me to this mod below. It gives a black background to the chat box. However, in order for the chat background to get a black background, your mouse needs to be over the chat box. Why the creator of the mod decide to do this, I have no clue, and to me, it basically cripples the mod.

I've been trying to find a way to edit the file so that the background is permanent, but I've not been able to. The biggest problem is finding a .pak file editor. I've used several .pak editors, but none of them have worked. I've gotten so far as getting garbled messages, but nothing else. I've been search for almost two days now and I've come up with nothing.

So I am asking those who are technically savvy to assist in this if they can. My hope is that someone knows a good editor for .pak files and could point me in the right direction. With that, hopefully I can play with the ui.pak file and be able to make the background permanent.

The file itself is below and I've checked it for virus and found none. However, you should always be doubly cautions of any mod files or any file for that matter. So be sure to virus check it yourself should you choose to use it. Also, be aware that this is a mod file. I take no responsibility for any harm or grief it may cause you. Use at your own risk. Also, always, always, always make backup copies before you do any mod changes. It's the smart thing to do.

The file is linked below. To use it, make a backup copy of your Aion ui folder then extract the mod to the Aion/Textures/ui folder.

Whoever made that file did not create the requirement of mouseover for chat background, that is how the game is.
