While you "Technically" can't get a certificate, the rings are no longer R/EX and they do not bind on trade.

so that being said, you can give a man friend 200k, but 2 rings, give them to the two mithra, have the two Mithra sign the rings using Cyclone Crystal (You can buy those from the coffer now btw for 3k, Fire/Earth/Wind HQ Crystals at the Coffer).

And you can have you're own little ceremony, i suggest the Miser.Coast Waterfall, its pretty and free!

you can also buy the Wedding Bell Fireworks, Organ music Fireworks, and the big "Congratulations!" Fireworks out of the Coffer box.

Ah, it's ok, the mithra in question won't marry me anyway (even if I wanted to, but I dont think I would be able to stop laughing the whole time), I was just being generally hateful toward SE and their lack of progress as usual. That is nice I guess, that they can get the rings, but it's like having a civil union instead of an actual marriage...pretty lame.
