It's what I thought, I downloaded every update I saw and I didn't get any more option... I'll try to go to the windows update site tonight again and see if I didn't miss any. Thanks for the advice.
Language pack that you download are for Visual language not keyboard language.
Since i see your from quebec you must speak french so the next question is which Windows you have?
i just press ctrl+shift on my keyboard to toggle english/french layout

What you're looking for is probably:
Canada French - Canadian french. It's generally the setting on 99% of the pc here.
or
English Canada - Canadian french
I've done a bit of research for you about this, and it seems that the installation disk you used didn't have the regional packs on it. You can either find an install disk with all the regional packs and do a repair install, or find someone with the regional pack you need installed on their PC, and copy it from them and then modifying the registry to select what you need.

this is link to the registry fix to change to Croatian, French Canadian is KBDCA.dll (located in the windows\system32 folder) and is in folder 00001009 in the registry.

Kaylia : I tried this option and for some reason, the "a" key and the "q" one are inverted. There's another few keys who aren't at the good spot either :/
Bik : I tried a lot last night to make this work and I found a website explaining kinda the same thing as your link. It was late and I didn't have time to really check it out but your link seems better. I'll try that and also, i'll check and see if I could find another Windows in my stuff to add the other regional laguagages.

Le problème que j'ai si tu regarde le screenshot c'est que je n'ai même pas l'option Canada French, la seule option que j'ai pour avoir un clavier en francais est "French", ce qui me donne un clavier AZERTY. Il me manque vraiment quelques pack de langages mais je devrais réussir à les avoir avec l'information que Bik m'a donné. J'ai une autre version de Windows chez nous et je vais essayer ce CD là pour faire un repair ou une installation de composantes additionnelles. Si ça ne fonctionne pas, je passerai par le registre.
Yay I finally got it to work with the registry. It's actually very easy when you know what to do. I copied the .dll in my system32 folder, changed the data in a layout I already had ( because I didn't have the 00001009 key in my registry) to point to the .dll I just copied. I went to the second location in the registry to change the other value and it was working right after that.

C'est vraiment louche que tu ailes pas le Canadian Multilingual par défaut vu que j'installe tout mes OS en US et pourtant ca vient toujours avec. Ça sonne comme si tu aurais une version allégé de Windows comme tu en trouve souvent sur piratebay.
