Speaking as someone who knows that his PC will definately not be able to run that game... If you intend to play this game on a PC, but do not think your PC can handle it, wait for an official release of required specs before purchasing a new PC. If you drop 2grand on a PC now, thee is a good chance that your PC will be able to handle this game. However incase it doesnt, and your current PC is suiting your current needs. Save your money.
Also, there is PS3. PS3 is a beast of a machine. It is also only 300 dollars. (lolonly) so you have that option. Sure, PS3 lacks the addons that players will develop. You know, things like windower addons... and if certain wow players come over to play... things like DBM... you will have a reliable method of playing for a fraction of the cost of a capable PC. Not only that, but consoles tend to be more secure. There will definately be a lot of unsavory people out there who will try to hack you. So, a PS3 is not as bad of an option as some PC users (for ffxi) would think.
Any way you look at it, people will have a shit storm. People hate shelling out cash, especialy as much that is needed for a PC. People will need to upgrade, some will also raise holy hell because they recently bought a PC that wont run FFXIV. Again, if you are going to purchase a PC in the next 6 months, and intend on running FFXIV on that machine, wait for the official requirements.
The ones in this article seem to be speculation at this moment, speculation off an interview at the TGS.
