I'm also not sure what "minis" are to begin with so if someone could clear that up for me it would be great.

Miniatures are small replicas of different creatures and other NPCs found in Guild Wars. They are often referred to as miniature pets, mini-pets, or minis for short. They are not capable of attacking or interacting with other game elements in any way. They are mainly for show and are mostly used by ArenaNet as a means of rewarding a player's achievements or dedication to the game.

Maybe I'm missing something but since you can buy gems with gold isn't the item being in the 'cash shop' and being available in-game pretty much the same thing?

Via grinding for gold, sure. Now correct me if I'm wrong, but ANet has mentioned that they want to avoid grinding as much as possible in GW2. Depending on the gold flow in-game this could mean getting gems for gold is trivially easy or unrealistic without spending money or grinding for hours on end farming gold. If it's trivially easy, then no one purchases from the cash shop, so from a business standpoint it would probably make more sense to make them possible to get with in-game gold, but just far enough out of reach that people will say "fuck it, I'll just buy the gems with cash".

It's all speculation at this point, but the whole thing makes me rather uncomfortable to the point where I'm reconsidering whether or not to pre-purchase.

That's it. And if you MUST complain about how a top hat is only available in the cash shop for gems you can buy with gold anyway, that's what Guru is for.
