I live in Dublin now and fuck it's expensive, but our place is nice as hell. $1339 a month but it's spacious, sound proofed, and it's a corner apartment to boot, with one entrance in, and emergency out only next to us. Makes shopping so much easier.
Me and my wife live in a three bedroom, three bath townhouse with assigned parking and a garage, utilities included, with appliances for 900 a month.

I'd go for the better area to be honest - I've lived in lovely houses in slightly less than lovely areas and never ever felt fully safe or happy in my home. Top floor/bottom floor depends on the other people living in the complex - when I lived in a ground floor flat I actually found the noise from above reassuring in a bizarre way (apart from when she flooded my kitchen with her washing machine - but we made good friends through it!), and I lived in a ground floor flat for years with no security problems at all.
These days I'd pay for a shittier place to live in a good area than go for a lovely house in a crap area - that old location, location, location thing matters more to me as I get older I guess. Lucky that rents in my part of the UK are pretty reasonable as well - and I've been generally very lucky with places I've rented and prices I've paid - I hear what people living in the South pay and mentally cringe! (we pay like £450 a month for a 3 bedroom house... used to pay £280 for a 1 bed flat)
Personally i didn't like living on the top floor. I like to have people over and my neighbors below me always complained about the noise when it was just me walking around upstairs let alone having people over. But maybe they were just douche bags cause i never hear my neighbors above me now that im in a 1st floor unit. So i would say where ever is the better neighborhood/easiest to move into. And yall all suck. 1200/m for a 900sqft 2bed/2bath...not including anything >.<
