Gildarts being more powerful than most of them would be strange, considering they had already ranked the strongest mages on Fiore and he was not considered up there.

He got offered a spot in the Saints and declined it, yes.

The ranking of the top mages in Fiore have nothing to do with the Saints. The Four Gods of Ishgar or whatever are independent of that. Gildarts is not a member. Serena is.

Serena being nerfed right now (Gildarts admits it straight up) is the only reason why Gildarts didn't get a really close fight, or lose, imo

Seems like Gildarts believed himself to be either on par or close to God Serena's power though. So he could either have not been taken into account (on a faraway mission or something) when that whole "strongest mage" census was going on. Either way, all those guys were dead so none of them were at their full potential.

Looks like Gray's time to shine next week against "The Winter Mage"

Unison Raid has been done a few times, usually with Lucy and somebody else. Lucy and Juvia have done it a couple times I think.
