Ridiculously slow POL viewer animations

OK, first of all, I honestly did try searching these forums and the web in general before posting this. If it turns out the solution is easily found, then I'm just an idiot.

Here's the deal:

Brand new Dell PC at my parent's house. Fresh new install of FFXI. No virus scanners or other extra crap running. When I start the POL viewer, all the animations run super slow... the moving menus, fade effects, etc. It takes several seconds for it to start, and after logging in, getting through all the menus, and clicking PLAY, it gets all the way past the check for update, and then hangs on the white Final Fantasy XI screen for about 15 minutes (literally) before finally starting the game. Once past that point, the game runs fine.

The whole time it's stalled, task manager shows the "System Idle Process" as having 98-99% of the resources, so it's not obvious what's stalling it.

OS is Windows XP Pro
CPU is an Inter Core2 Duo E8400
Video card is an ATI Radeon HD 4350

Have you tried different ATI drivers? try uninstalling current ones, then fresh

Video driver issue. There is either no driver installed, or it's not the proper one. Get the drivers from ati's site.

sounds stupid but change the desktop resolution to anything other than 1024x768 and it should work
