If she could, you know, actually afford to support her family, then sure the choice is hers. When she's not the one paying for it I don't think she should be allowed to keep reproducing children. Social benefits spent on raising kids is always a good investment for the government. Solves a bunch of social issues and increases tax revenue in the long run.
