This totally does remind me of the movie "Idiocracy", where humans have bred all intelligence out of themselves. All the stupid people keep having a bunch of babies while the intelligent people limit themselves to 1-2 or maybe none. I've read (Freakonomics I think) that an individuals intelligence is 50% genetically based on the parents intelliegence.
Also, I don't think that the world is necessarily over-populated by humans. Humans are just really bad at using available resources efficiently and fairly. Population of North America (and parts of the Western world) is going down when in comparison to, say, Indonesia or India. And our major baby makers are dumb people like this woman. Idiocracy of North America here we come.

This is the definition of the conflict between being "Socially liberal / Fiscally Conservative" that many aspire to.
Socially Liberal Voice: Wow civil rights and reproductive rights just blown to shreds (and hey, it WAS un-approved surgery - someone cut someone, etc.) You can't say "hey great doctors" and support freedom of an individual.... or Roe. V. Wade. Although I'd bet most of us went "yay docs... oh wait". If you really want government in there saying "no you can't have more kids" then go to China and have fun.
Fiscally Conservative Voice: How much of my damn taxes are paying for this lazy slut? $1 is too much. Welfare state actually pays more for each kid. Don't tax me; don't pay her.
I don't want the Government in my Uterus or my Paycheck, but it's hard to have it both ways.
The travesty is there will be 9 more of her, and I bet that 21 year old already has 3 of her own already.
Rules and regulations for:
Buying cigs
Voting
Drinking alcohol
Going to war for your country
Driving a car
Etc.

What i have seen people call fiscal conservatism is some of the dumbest sophistry i have ever seen. "The government shouldn't needlessly waste tax money!". No shit.
I blame this on this particular obsession americans have with this "moderate" myth. The person who is socially liberal and fiscal conservative. But in reality, the latter is more applicable to people with a lot of money to invest and therefore worry about national debt. It also includes people with a bone to pick (say someone who wants a particular government agency gone so they can catch more of the market) or free market ideologues, but nobody gives a shit about them. Fiscal conservatism, as the sophistry about government spending money on the "right things" is something that everyone wishes would happen, it does not require the term fiscal conservative, especially considering what it actually means.
This idea of the american moderate is ambiguous and shallow.
My problem with the whole damn thing is that a women like this will never be able to actually earn her benefits. People on Welfare since the Clinton changes, have been forced to work to receive their benefits so they don't just leech off the system. A women like this can't possibly be working when shes continuously having children who need her constant attention.
Of course I'm not actually serious about invading her rights, but like everything she needs to choose. She's not simply entitled to do whatever she wants while shes receiving government support. There are rules and shes using her vagina as an excuse not to follow them. She can have as many kids as she wants, just stop giving her government support to care for them and I will guarantee you she stops having kids. She's clearly not in any kind of comitted relationship and never has been. She goes from one guy to another simply to reproduce.
It gets tricky though, because kids are a sensitive subject. I'm sure a lot of people who would normally be fine with cutting her welfare would turn around and rage against cutting the support the poor children receive, since it's not their fault that their mom's a deadbeat whore. My personal solution for this dilemma is: foster care. If you can't support your kids, the government should support them, but not in your care since you've proven you can't do the job. Prove that you've gained employment that can support the children and we'll give 'em back.
But that wouldn't fly by most people's standards. And who knows, foster care could be worse for the kids than being with their gaping vaginal canal of a mother.
Basically, shit's fucked no matter how you look at it.
It's already been mentioned, but the simple solution is cutting off her welfare and taking the kids away. Not cutting her tubes.
Though it's not perfect, I agree, that probably is the best solution that could be reached here.
I maintain that it was a horrible ethical and professional violation for the doctors to do this, and I don't support it all officially. But unofficially, I totally got a kick out of it.
Foster care is the solution if you feel the problem is that her children haven't been molested yet.

Personally, I would not object to 2-Child Law in US. I mean, if we're being so environmentally conscientious, there's no more serious hazard than overpopulation. Population control can have positive effects socially and economically.
I can't feel TOO bad for the mom. It's not like she hasn't had a bunch of kids already. Although frankly, I think your moral standing as a mother gets shakier as you proceed to mother child after child you can't possibly support yourself, from father after father that clearly isn't part of their children's upbringing.
In fact, I'd have the woman examined by mental health professionals. It sorta sounds like she's deliberately having babies in order to try to get someone to commit to a relationship with her, only to find (again, and again, and again...) the man gets wind of her ideas and flees as fast as he can hike his pants up. Insanity is defined as repeating the same action over and over and expecting different results, after all...
IMO, this is the right answer. Once you start putting limits on things like are you allowed to reproduce, how many kids, etc, it's a very slippery slope. We're all outraged whenever we hear stories of how families in China sell their sons or sons are kidnapped, etc, and honestly, do you think it'll be any different over here if that started?
Of course, if you took her kids away, what's to stop her from continuing to pump them out and flooding the foster care system with more kids?

Whose Womb Is It Anyway?
This is just the natural result of coerced public funding. The logic being that if everyone is paying for something, why shouldn't they have a say in how it's used? But since the money belongs to "everyone" there's no reasonable way to account for every individuals standards. And so it just boils down to pressure groups dictating what stipulations should be placed on its use.
When it happened to the banks, one result was caps on "excessive" employee pay. When it happens in health care the result is huge penalties on being "overweight". And in car manufacturing the favored target is large "gas guzzlers". The point is wherever public funding goes, someone will always be unhappy about how it's being spent.
In all cases if you don't like what is being done with the tax money that is taken from you then the answer is putting a stop to those bad programs that make it possible in the first place. The misplaced bitterness and hostility properly belongs to the politicians and advocates of the welfare state.
