If someone is being sarcastic you can tell.
If they have to tell you they were being sarcastic, they weren't actually and now they're trying to safe face. In rare cases it's just because they're exceptionally bad writers who don't know what sarcasm actually is and shouldn't be trying to write it in the first place.

I think you raised an interesting point. But, i think the article also raised an interesting point.
The key here is to realize what punctuation actualy does. Punctuation allows the writer to convey, to the reader, what is meant by an expression. Do they want to state a fact/opinion, making some sort of inquiry, or are they making some sort of announcement? I think that sarcasm is both an independant and interdependant expression. It currently relies on the traditional three punctuaion marks, but it does not fall into any of the traditional catagories. Sarcasm lives within all three worlds.Originally Posted by Article

Would proper use of this be to add this before/after the punctuation that indicates whether the expression is a declaration, or question? Then you would need to have multiple punctuation marks at the end of such expressions (one to indicate it is a question, another to indicate it is sarcasm).
It seems, to me, that you would need three punctuations to accurately identify all sarcastic statements. To eliminate the confusion, I would say they to look rather similar to each other while incorporating the original punctuation mark that they are modifying. Think of the logo, in the OP, but with a (!) and a (?) in addition to the (.). Now you can accurately portray all forms of sarcasm.

It looks like the little life-o-meter in Soul Reaver and a million other games. It doesn't really convey sarcasm all that well, unless it's like meta-meta sarcasm in which it's to the point of hipster abuse which no one would ever pay for.
