It may have something to do with the nation's strategy for the week. If they're set on offensive then they'll be busy trying to attack beastmen controlled zones. I went to a Windurst controlled zone recently and there were 4 groups of allied NPCs swarming around the fort.

Carbuncle failed pretty bad this weekend. Sandoria has 3 zones, Bastok has 2, Windurst has 4, and Beastmen 14.

I think the idea is you need to blitz La Vaule the last day; you pull even without campaign on, as killing any defenders will lower influence.

Unfortunately, it's usually left up to the JPs to do it, because the last 12 hours are most pivotal, and even progress made a day before can undone quickly if not tended too.
