It's a myth in that it's hardly something to worry about, when the VAST majority are people the child already knows. It's an order of magnitude of difference.

just like I was using the very high end, 99%, you're having fun using the very low end, 10%.

Also, I'd bet that it's MUCH more likely for the crimes to go unrecorded when it's a family member, being they're trying to protect somebody. There's not much motivation to protect a stranger.

They "catch" people because they have adults go online and pretend to be kids saying they want to have sex with 60 year olds and try everything they can to get people to agree to come over. Real kids don't act anything like the people they hire to pretend to be kids, so they're much less at risk from the dreaded "online predator".

Most of the people they catch are also obviously low IQ and have mental problems.
