It's there to get rid of all the fucking pre-teen crybabies and the "omg my little brother/sister/two-year-old child did these terrible things please have mercy on me Linkshell/GM" dipshits.

FFXI has always had a 13+ requirement. So, one can hope that a snot-nosed half-ass kid is going to get torn off the game by their overprotective parent, never to return, and that the few soccer moms that actually play this shit can be told to shut their mouths when they bitch about the word "hell" in NPC dialogue, among other things.

Considering, it's basically a huge "SHUT THE FUCK UP" graphic that the too young and the old and overly sensitive get to see every time they log in. For that reason, I love the shit out of it.
