They aren't. The first is a sarcastic remark because when Obama first came into office one of the first things he promised was restoring science which on the surface is contradictory with cutting space shuttle funding. The other is my opinion that redirecting money to NASA from the military industrial complex would allow us to keep the benefit it brings to our economy (keynesian economics at its finest) and to avoid the constant need to be at war that the industrial complex causes instead. I never said what the money should be used for once NASA has it though.

And as an FYI, the whole evocative image of the first new moon and subsequently mars landings, its going to be the Chinese, the US era of opportunity is gone, the cost would have been relatively insignificant in terms of proportion of overall budget a decade or two ago, but mismanagement and lack of public will have ended your chances for good.
