You need at least 3mp/tic as thats what it drains. If you only have 1/tic it will only be active 50% of the time.

I'm not entirely sure. Under normal circumstances it drains 3 MP/tick so usually a RDM refreshes you. I indeed have a single MP merit for RC because my WS gear has no MP. However, when I have 1 or 2 MP, it'll still drain that. Does that mean the latent still goes off? And would that mean 1/tick is enough (fairly sure it's not)? Would it work for 1 tick and not work for 1 or 2 (so 33% or 50% or so activation)? End of the line is still, yeah, an MP merit and a RDM.

I havent played BST in a while but iirc Rune axes x2 + JSE body gives you 10 HP every 3 tics so 33% activation.

I've heard that sanction+ refresh gear works but i'd recommend you testing it yourself.
Take a 2 rune axes+jse subligar body + refresh sanction to test it out.
