Fingers of frost won't proc

I'm a level 46 mage and my fingers of frost will not proc.

i'm 2/3 frostbite and 1/2 fingers of frost. HALP

Unless I'm mistaken frostbite won't do diddly squat to fingers of frost, as they both proc off chill effects...

Iunno, where isn't it occuring? What tests have you done?

You wouldn't happen to have frostbolt glyphed, would you?

Also, FOF only procs when Frostbite Procs. I however have been noticing that arcane empowerment isn't proccing at all off my arcane criticals.

No, its a flat raid buff. I've seen it go off a couple of times today, i dunno what's going on.

i got a full lvl from 46-47 without a singleproc relogged and it started proc'n normal :/
