I find it funny that I'm hearing people get outraged over this while saying that waterboarding "suspected terrorists" is perfectly OK in the same sentence and they fail to see any similarity.
What if that child was suspected of terrorism?

I suppose it all depends on what torture is. We can assume that the common sense definition is the infliction of any unpleasant experience meant to elicit cooperation, but just how unpleasant does it have to be to be considered reprehensible? Playing Chocolate Rain on infinite loop? Cutting off their balls? Or is it merely the intent, the fact that someone would specifically do something for no other purpose than to make someone miserable, no matter how bad it really is?
I think, however, the "waterboarding is not torture" crowd is mostly thinking of torture as being methods that cause tangible physical harm. Such as tying someone to a chair and hitting them until they answer your questions. Or cutting off body parts. Or strapping them to a device that stretches them until their limbs pop off.
Waterboarding causes psychological trauma, but leaves no physical marks. Out of curiosity, is there any research on whether waterboarding victims regain their composure after the... aggressive interrogation technique is finished, or if they come down with some sort of lasting mental illness beyond typical traumatic experience issues (e.g. falling down a well as a kid, or being present at a bank robbery, etc. always leaves a mental mark, but people get by okay).

Between doing an act of torture on another human being and doing the same/sililar things to another.(many of whom didnt even have any evidence against them other than being muslim and male so the "suspected terrorist" part meant more like "if we say they MIGHT be terrorists people will be ok with us grabbing them")
My investigation for my psychology course revealed that whether they regain their composure or not is dependant on individual differences among other things. For example, political prisoners who are tortured often exit psychology disorder much faster or never experience it at all. Some random person who does not even know why he is being tortured however, is far more likely to never exit a psychological disorder produced by torture. The most common ones i can remember are severe clinical depression and post-traumatic stress disorder.
