If you use no$gba there are those special EX option. Some of them fix that stuff.
And I'm thinking DeSmuME should be running them properly nowadays, but I'm not sure. Never tried.

Do either of these PS emulators have little commands for doing things like speeding up time? I could only handle grinding to max in old RPGs when emulators had a double/triple speed key.

yea i use no$pmp and no$wtt, it helps a tad.
the spoken text gets fixed, but the stats and peoples names stay on screen and gets overlapped.
plus the speed sux, who cares about voice acting if they sound like t pain getting remixed by a dj.
Tried no$zoomer? I never had any of those problem. Well, maybe voices weren't perfect, but that's not the worst thing.
epsxe does, it's referenced as frame-skipping and it's an option you'll see in the video plugin you use's options. The annoying thing I remember was having a set list of keys to choose from as your key to remove the frame limit so I had to hold the controller and float over the keyboard anytime I wanted to speed-up. Something like xpadder makes this infinitely easier. :I
