I believe this has been discussed at least 10 times in the thread and no clear answer is known. However, it probably refers to:

1.) Having a mythic item in near last stage (when it's the same name without the stats)

2.) Having and Ultima or Omega segment not turned in.

3.) Having Salvage armor ready to obtain in Salvage NPC.

Ah. I haven't really kept up with this thread. Reasoning makes sense.

Just knowing SE I wouldn't be surprised if they said something like "You have a relic, meaning you can already afford another one." or something equally lame.
