He probably scouted your expansion but you didn't see his SCV scout. Even if he didn't scout your expansion, trying to pin you to 1 base isn't necessarily unheard of.
He probably saw your creep, or was thinking of taking the expansion himself.
You can often tell what one person is going by seeing what he doesn't have. In this case, if your bases are scattered, mobile Mutalisks is a reasonable response on your part. Either way, throwing up blind turrets isn't exactly rare either. Especially when PF + Turret protect you from nearly all kinds of harasses except well-placed drops
That is actually very normal at the lower leagues. Massing a unit that will completely dominate 50% of the time, and completely lose 50% of the time is a very common thing to do. Banshees and Void Rays are popular choices for this.
One thing I learned somewhat early on is never max your army unless you know what they're doing. Suicide some lings if you have to, or fake a push that will force them to show their hand.
