It isn't impossible to defend either. On a smaller map like Steppes, you have the advantage of knowing where they spawn and a short rush distance, but they can also very easily scout your plan after 9pylon and place their second pylon near their gateway accordingly (rather than by the Nexus). On top of that, pulling a handful (4-5) of the probes before the first reaper gets there to surround the reaper when it tries to jump up a cliff can destroy this strategy while the stalker is coming.
On a bigger map like Kulas Ravine where you did it, it should definitely be possible to get a stalker out before the first reaper kills you off, especially with a 10gate build. Your opponent did a delayed 11 gate, and I don't know how close his core timing was. He also handled his mineral line poorly, pulling either too many or too few probes at various times, and never even attempted to build a stalker (he was building a zealot when you killed the pylon). Even with his build the way it was, if he had done a stalker instead of a zealot and had his second pylon within range of his gateway, he would have been in much better shape.
Still, the upgrade cost change is pretty big deal. It makes defending with probes a lot more difficult, and moving shots against buildings without taking damage a lot easier. I wonder if that is what they intended when they changed the upgrade cost.
