I can explain all of them:

Nixon: Genius, albeit paranoid and moral reasoning was suspect. Despite Watergate, he got us out of Vietnam, opened relations with China, created Amtrak, increased welfare and kept inflation in check, among others. It's a shame his legacy was tarnished, he was maybe the smartest President we've had.

Kennedy: What exactly did he do? He was only in office for three years, and spent more than half of it on his back. That's not just a metaphor to his sexual prowess; in fact, he was incredibly ill since childhood and suffered from Attison's disease. He literally could not stand up for extended periods of time. I'll spot him the Cuban Missile Crisis, but he was entirely unfit to be President from a purely practical standpoint. Bay of Pigs was a failure, his grudge with Castro was a PR disaster, and he may have lost the election if not for television being so unflattering to Nixon. All charisma with little to back it up. He's really become sort of a martyr; he wasn't really a great President but people make him out to be better than he was.

Interesting note: soon before he was killed, Kennedy participated in an orgy and threw out his back. In Dallas, he was wearing a back brace on the day of his assassination, so when he was shot the first time, the brace prevented him from doubling over and allowed him to be hit with the fatal second shot.

Reagan: He backed up the charisma with results, mostly. I do blame him for our current financial crisis, as he touted big business over all else. However, arms control with the USSR and effectively ushering in the end of the Soviet Union give him enough points to put him up on that list. I know we're all too young to remember the iron curtain clearly, but from my understanding it was living with an imminent fear of destruction at any moment. Works for me.

Washington: He's more a victim of circumstance. Keep in mind I'm ranking him as a President and not as a general or founder. He didn't really do much as President, because there was no precedent as to what to do as a President. He relegated a lot of power to Congress, his Cabinet, and the Supreme Court, and served more in a figurehead capacity than anything else. His image has been glamorized because of who he is in history, but he really wasn't a very effective President and that's why I have him in the middle -- he didn't screw up, but he didn't do anything.
