As far as NM timers go, i have always been under the impression that the POL servers are not connected to world servers. Hence why they can do an update and we can log in for POL and do the update before SE opens the servers up. Since this was strictly a POL log in issue, worlds may still be up, and NM timers continue uninterrupted. If this is the case, i pity those who D/C'd while fighting Simmy and KA, you may have gotten raped in that 30 secs of DC inactivity
