Willing to bet it will otherwise it'd be a giant middle finger to RNGs.

Not that it hasn't happened in the past but its suppose to be there to upgrade your weapons and armor to 99 (in a sense), and Ranged weapons are RNGs main source of DD so in some way ranged weaponry should be on the Magian list =0

But if its only for R/ex hows that going to work for items Like Vali's Bow which is the R/ex version of Eurytos? Everyone who bought a Eurytos is fucked while the Vali's bow owners upgrade theirs?

Err, sorry, you're right. It doesn't specifically say that. I just assumed it would be r/ex weapons as well since they said they play to let you augment Relic/Mythic Weapons.

Resentment Cape is lower level and same Enmity+. No HP, but it's Region effect will always be useful! (At least in Sea and sometimes the Middle Lands)

Sorta. SoloTA only becomes important at level 60 and at 61 you have Amemet+1. Nomad's Mantle also gives AGI at lower levels but not quite as good for soloTA as that.

Really that's a hands-down win for Trick attack up until Amemet (Mostly cause Amemets Attack boost will 99% outperform 2 AGI).

Not saying work for the mantle but if you already have it like said guy its a winner.

Mostly cause 2AGI/2Enmity > 1AGI/2AGI and some Evasion.

More-so there is no early Sneak Attack piece so what else are you going to use? i'd say 2 DMG added to SATA through the boost of AGI is better than any mantle pre-60 unless you get lucky on an ACP Augmented Beak mantle as well!
