Ok, Derek Anderson is:

1) a QB
2) good chance of winning the starting job
3) has been playing for the fucking Browns.

Did you really expect to see him making 500k a year? And yeah it actually does mean something that he made the pro bowl, because he had a good year - again, with the fucking Browns.

~3.5m is chump change for a QB, and those incentives probably include him making the pro-bowl/winning playoff games/winning SB, in which case they would be worth it.
