Campbell would be a significant upgrade over Trent Edwards, Ryan Fitzpatrick, and Brian Brohm.

I'm sorry, but how? Throwing another below average QB on the roster who will spend more time running for his life and laying on his back won't make any difference in any way, shape, or form.

I guess I just have a higher opinion of Jason Campbell than you. I don't think he's great, I think he's about average. He only shines in comparison to the hot garbage trio on their roster right now.
