Finding Mog-Tablets?

Is there any suggestive way to go about finding one? I'm personally confused as to when they are even available. The explorer moogle says they've been scattered. But someone in my LS said you have to wait until it says they've scattered. But then wiki says something about them taking 8 to 24 hours to scatter.

So I'm just curious, when will I know when to look around for these?

And what would be the suggested way to look? It says they show up on widescan. So should I just grab a chocobo and ride around looking at widescan? Or would I be better off on foot just tabbing around and hoping one appears?

do you do this for any other reason than the items? ive been told you can only obtain the Ring once, i see no real valid reason to waste my time doin this again.

The powers go away with a notice the tablets have scattered. They don't respawn for you to find them until a random time between 8 and 24 hours later. Then the powers come back and stay active for a full 7 days from the time the last tablet was found. You can see them from chocobo, so that's the best way to find one, though ApRadar gives PC users an advantage to finding them. I've never seen one spawn, but they always seem to respawn on my server while I'm asleep or at work, and I'm on PS2 so my hopes of coming across one during the 5 minutes they seem to be up before all 11 are found is pretty slim.

You can obtain the ring more than once, it's just RARE/EX so you can't have more than one. It's like an anniversary ring, as long as you drop the old one you can get a new one. With the short recast timer on the ring, it's possible to use more than one on a week. At worst, you may be limited to just one per week if you have to claim the rewards for multiple tablets at the same time.

I've found two but i was on foot both times, it was visible from normal "Visibility" Range...

I don't believe that they show up on widescan until someone pops it, but before they pick it up. So even if you did happen to see it on widescan, someone just popped it and there's almost no chance that it'll be there for more than a few seconds before that person picks it up. I can't prove this, because I personally have only found 1 tablet so far, and I was on a chocobo with ApRadar like other people have suggested.

There was a change to make them visible while on chocobo, but because you're going alot faster, it's easier to miss the light on the ground as you run by.

You can get the ring as many times as you'd like. Perhaps the person who told you simply meant that you can only have one ring at a time.

If you're able to, I'd suggest heading for Valley of Sorrows as fast as possible when the tablets get scattered, that's the smallest zone that can have one in it. Outpost to Cape Teriggan and get a chance at the Teriggan one on your way there too. That's always been my plan, anyway, but I'm always not online or doing something else when it actually happens.

On my server the tablets love to pop in certain zones every week. Specifically Valley of Sorrows, Behemoth's Dominion and Eastern/Western Altepa. The tablets don't always pop in each of these zones but this week they did show up in two of the four and I can't remember a week where they didn't pop in at least one of those spots. What I started doing was camping in one of those zones with /rng (VoS is great for this) and checking in every few minutes once the window started.

Also, just echoing what others have said, chocobo with /rng is best (ApRadar if that's your flavor). Tablets can be in the most random of places so it helps to be able to cover terrain quickly and get into all those little nooks and crannies in each zone. The most random place I found a tablet was in the area of Yuhtunga Jungle you can only access through Ifrit's Cauldron so anything is possible with them.

I've yet to find one, but I always run to the Northlands with Blood Cuisses and try there. I'm going to try someplace else this next time, though, since it hasn't worked for me :/

They sure do - I've been trying to find one while being the only person in zone so I can test how far away you can see it from but I haven't had the opportunity yet. Spoiled because the image is kind of big.
