Ness's skillset is simply better. fB doesn't have heavy knockback so it holds in for setups or eats shield or can screw with recovery. uB can actually gimp recovery unlike Lucas's. Ness's aerials have less lag and... actually hurt. There's also the fact that his most used ones are mostly safe on block.
