I think you're reading the line you quoted in the wrong context. ANY act of sexual nature on a minor is considered "abuse". It's an age of consent thing. The same way Statutory RAPE can be between 2 completely consenting people (just not necessarily adults). It doesn't necessarily mean the girls in these manga are being tied up and gang-raped (granted, if the shit's Japanese, then who fucking knows what it actually showed)

I've done tons of searching for this, as I've actively worked on an ACLU case on this topic as a "Semantic Consultant".
